Mocobizscene-A Chesapeake resident, who is facing charges related to a hit-and-run incident resulting in the tragic death of a young boy, is scheduled to appear in court for a preliminary hearing on Wednesday.

Man charged in Chesapeake hit & run that killed child appears in court
Richard Humbert, a 38-year-old man from Virginia Beach, allegedly committed a hit-and-run incident that resulted in the tragic death of an 8-year-old boy in October. Currently, he is being charged with a felony for hit-and-run resulting in death.
According to court documents obtained by News 3, Humbert was behind the wheel of a white 2019 Honda Civic on Battlefield Boulevard South, in the 1700 block. It is alleged that Humbert struck the child with his vehicle during this time.
According to court documents, Humbert did not stop at the scene of the incident but later pulled over to inspect his car for any damage. It is also noted in the documents that Humbert did not return to the scene or contact emergency services to report the incident.
After the incident, the family and loved ones of 8-year-old Forrest Hooper were devastated by the tragic loss. Within a month of his passing, the community organized a fundraiser to commemorate his memory, as he was on the verge of celebrating his 9th birthday.
