The person who passed away while in police custody and the officers involved have been identified by the Independent Investigations Division (IID) of the Maryland Office of the Attorney General.
Officers were dispatched to the 10700 block of Lake Arbor Way in Largo on February 16 in response to reports of a “suspicious person” rapping on doors in the community.
The police showed up around 7:45 p.m. When they arrived, an officer found 61-year-old Joseph Holmes in the street. After that, Holmes, according to the Maryland Office of the Attorney General, strolled over to a neighboring lawn and took a nap. The policeman dialed for an ambulance right away. By that time, two other officers had already shown up.
A press release from the attorney general stated that Holmes was handcuffed “so officers could transport him to a hospital for evaluation.” According to officials, he experienced “medical distress” when he was detained.
Officers administered first assistance, and then medics took over attempts at resuscitation. Not long after, Holmes was declared deceased. Officers Alyssa Tomaselli, Mark Price, and Marvin Marks have been named as the involved officers. Additionally present was Washington Suburban Sanitary Commission Police Department Officer Andre Brooks.
The footage from the body cameras worn by the officers will usually be made available by the Independent Investigations Division 20 business days after the occurrence.
