Police offering $14,000 reward for child exploitation suspect identification

PIKESVILLE – In an effort to solve a case involving the sexual exploitation of a minor, the Maryland State Police are turning to the community for assistance.

Anyone who can identify a lady seen in video screenshots from 2020 and provide important details on the victim could win a reward of up to $14,000.

The woman in the still photos has numerous tattoos on her hands, arms, and chest. A name appears to be inscribed across a wrist tattoo along with the numerals “12-17-16.” The case concerns a female infant girl, who is probably between 4 and 5 years old now, according to spokeswoman Elena Russo of the Maryland State Police.

“Police at this point are casting a wide net, looking throughout the entire DMV to see if anybody can identify this woman based on the pictures that we are providing, which includes tattoos,” Russo stated. “Even if somebody saw this woman in a coffee shop at some point, that would be relevant information for our investigators.”

The investigation is being led by investigators from the Maryland Internet Crimes Against Children Task Force, in collaboration with federal, state, and local law enforcement agencies.

Authorities stated that certain information, including the county in which the incident occurred, will not be made public due to the seriousness of the case and to preserve the integrity of the investigation.

The maximum reward from MSP is $10,000; the maximum reward from the Howard County Police Department is $2,000; and the maximum reward from Metro Crimestoppers is $2,000.
