Iowa State Patrol arrests Davenport meth, cocaine, stolen gun suspect

Mocobizscene- The Iowa State Patrol reports that a 36-year-old man from Manchester, Iowa, is in custody following an incident that occurred early Saturday in Davenport.

According to court documents, Melvin Liggins Jr. is accused of several felony-level offenses, including controlled substance violation (two counts), failure to affix a drug tax stamp (two counts), control of a firearm by a felon (felony), and possession of a controlled substance – first offense (serious misdemeanor).

A front-seat occupant “was unrestrained,” according to arrest affidavits, when the Iowa State Patrol attempted to stop a silver Chevrolet Malibu around 12 a.m. on Saturday in the vicinity of Locust and Harrison Streets.

The driver allegedly led law enforcement on a pursuit before crashing the vehicle, according to police affidavits. Passenger Liggins, seated in the rear seat, fled while ignoring multiple commands to stop from a peace officer in full uniform. He was apprehended following a brief pursuit on foot.

A black plastic bag was discovered on the floorboard where Liggins had been seated during a search of the vehicle. Asserted by the authorities in affidavits were a variety of illicit substances, packaging materials, and a digital scale containing residue of marijuana.

Three suitcases were replete with discretely packaged marijuana bundles. A grand total of 36 individually packaged bags of marijuana were present. A total of 60.80 grams of marijuana was allegedly present, according to police affidavits.

There were 70 capsules or tablets of suspected methamphetamine/MDMA in a smaller bag. The aggregate mass of this object exceeded 5 grams but fell short of 5 kilograms. A methamphetamine-positive capsule was discovered, according to police affidavits.

A further bag contained 3.76 grams of cocaine in total, according to affidavits that indicate the substances lacked drug tax markings. In addition to Liggins, a stolen Ruger 9mm handgun was discovered in the console between the rear seats of the vehicle. Liggins, who is currently incarcerated in the Scott County Jail on a final bond of $45,000, is scheduled to appear in Scott County Court on February 13 for a preliminary hearing.
