Winston, who was on pretrial release and had an electronic monitoring device, was in close proximity to his wife when the police received a notification. Tragically, when the officers arrived just minutes later, they discovered that both husband and wife had passed away.

State Representative Maura Hirschauer from Batavia has taken to social media to express her support for the passage of Karina’s Bill during this legislative session. On the other hand, State Representative Dan Caulkins from Decatur believes that the Pretrial Fairness Act is the underlying issue.
According to Caulkins, the passing of the Pretrial Fairness Act has resulted in a terrible aftermath. He believes that this horrific crime could have been avoided if the necessary precautions had been taken to restrain the individual responsible and protect his wife.
According to Hirschauer, this shooting represents another tragic example of the devastating consequences that can arise when domestic violence and firearms intersect.
Hirschauer took to social media to express their frustration over the lack of action on Karina’s Bill. They emphasized the urgency of the situation, stating that every day that goes by without action results in more lives being shattered and more futures being stolen. Hirschauer firmly believes that enough is enough and it is time for action to be taken.
According to Caulkins, the law already provides protections in cases of domestic violence. For instance, if someone in Illinois is accused of domestic violence and has an order of protection issued against them, their Firearm Owners Identification card is automatically revoked by the Illinois State Police.
Caulkins stated that the ISP would instruct him to hand over his FOID card to the sheriff and confiscate all firearms in his possession.
Illinois residents who do not possess a FOID card are prohibited from legally owning a firearm. However, Karina’s Bill goes beyond this restriction by empowering judges to issue search warrants accompanied by orders of protection in order to seize any firearms held by individuals accused of domestic abuse.
Caulkins criticized the Pretrial Fairness Act, stating that it is a flawed law that only narrowly passed through the General Assembly.
Caulkins expressed his frustration, stating that there appears to be a lack of determination within the building to take action that will effectively decrease crime.
The bill pays tribute to Karina Gonzalez, a woman who tragically lost her life along with her 15-year-old daughter, Daniela, in a fatal shooting by her husband in July. Currently, House Bill 4469 and Senate Bill 2633, commonly referred to as Karina’s bill, are still under consideration by the committee.
Governor J.B Pritzker emphasizes the need to take domestic violence very seriously, although he is not advocating for any legislative amendments to the Pretrial Fairness Act, which eliminated cash bail throughout the state.

Governor Pritzker made these remarks on Tuesday.
