A woman is facing charges of child neglect following an incident in Beckley, where one of her children was discovered wandering on a busy road.
At 9:55 PM on July 2, 2024, PFC L.A. Appell was dispatched to conduct a welfare check at Freedom Skate Park located at 306 N. Eisenhower Drive. The Emergency Operations Center had received a report about a woman with three young children at the park, prompting the response.
A witness reported that the woman was neglecting her children, resulting in one child wandering onto N. Eisenhower Drive. The granddaughter had to intervene to prevent any harm.
When PFC L.A. Appell arrived at the park, it was closed. There, he spotted Brianna Ulery, the defendant, sitting on a bench with her youngest child. PFC L.A. Appell recognized Ulery from a previous incident on June 4, 2024, where she was involved in an altercation with juveniles due to intoxication. He noticed the smell of alcohol and a partially consumed beer can nearby.
During questioning, Ulery became emotional and was unable to provide information about the whereabouts of her other two sons. Eventually, the boys were found unattended in the park. Ulery displayed signs of being under the influence and had difficulty maintaining her balance.
After administering a breathalyzer test, it was revealed that her blood alcohol level was at 0.200. As a result of her condition and failure to monitor her children, Child Protective Services were notified. Despite efforts to locate the initial complainant for additional details, the police arranged for Ulery to be escorted to a homeless shelter.
At 7:30 PM on July 3, 2024, the witness noticed a child heading towards the road. The witness’s granddaughter stepped in and safely returned the child to Ulery at the park.
According to the witness, Brianna Ulery failed to supervise her children while they were at the park. The authorities are now taking steps to obtain an arrest warrant against her for charges of public intoxication, trespassing, and endangering the welfare of a child.
