As per the eligibility criteria, an asylum-seeker must volunteer and provide valid documentation from the U.S. Department of Homeland Security allowing them to travel to board one of these buses. This strategy has been in place since August 2022 and is aimed at providing relief to the overwhelmed border facilities.
