Video footage of an open-air gunshot that occurs in Washington, DC, was captured by a bystander. The footage from the incident on Elvin’s Road reveals that the assailant fled the scene. Although no physical injuries are reported by the police in spite of the disorder, they do recognize the psychological distress that was caused to the community.
