(Alabama) – According to the website Wise Voter, Alabama ranks 23rd in terms of human trafficking. A young woman from Alabama called the police on Thursday, July 13, 2023, after observing a young infant walking on the interstate. By the time the police arrived, she and the young child were nowhere to be found.
The family of the missing Hoover lady said they are remaining hopeful and trusting God that their daughter will be returned safely.
Carlethia “Carlee” Nichole Russell, 25, is 5-foot-4 and weighs 150-160 pounds. She was reported missing on Thursday. Authorities say she was last seen wearing a black shirt, black pants and white Nike shoes.
Talitha Russell said she last spoke with her daughter at 9:18 p.m. Thursday, when she was leaving Taziki’s after picking up dinner and heading home.
According to Hoover police, the Hoover 911 Center received a call from a 25-year-old woman on I-459 South around mile marker 11 around 9:30 p.m. She reported seeing a toddler walking alongside the interstate.
Carlee Russell apparently stopped to check on the child after calling 911 and then called her sister-in-law at 9:36 p.m. to give the same details. The family member lost communication with her, but the phone line was still active.
“In the process at some point she got out of the car and my daughter-in-law could hear her asking the child if they were OK,” her mother said. “The child did not respond, or at least she did not hear her respond, he or she respond.
“And then she heard our daughter Carlee scream, and from there on all we could hear was noise … background noise in her phone, which we later found out was noise from the interstate.”
WBRC obtained traffic camera footage from Interstate 459 during the moment Carlee Nichole Russell is thought to have disappeared.

Authorities reported discovering Carlee Russell’s wig, hat, and mobile phone near her vehicle. Talitha Russell stated that her daughter’s hair will be braided to the cranium now that her wig has been removed. The authorities were unable to locate her or a child in the vicinity. The police say they have not received any other reports of a missing child.
