Police say QC suspects stomped and choked victim with phone cable

Monday night in Davenport, a violent incident resulted in the felony charges of a LeClaire man, 38, and a Davenport woman, 34, according to court documents. Court documents indicate that Ashlea Knepp, of Davenport, and Jerry Allbee III, of LeClaire, are each charged with willful injury – causing bodily harm.
Stomping occurrence

Davenport Police were dispatched to the 400 block of Brown Street in response to a disturbance at 8:45 p.m. At the scene, officers discovered Knepp, Allbee, and an additional individual.The police allege Knepp was in possession of a two-foot-long, black phone charger. Additionally, the police assert that Allbee “did throw the victim to the ground” with Knepp’s assistance.

In affidavits, the police allege that “once on the ground, (Allbee) did stomp on the victim’s face with his foot.” “The victim sustained multiple facial injuries consistent with a stomping motion.” Police claim in affidavits that “the victim’s nose appeared to be broken, (and) he had a large contusion on his left forehead, in addition to multiple lacerations to the face.”

According to police affidavits, “The victim also exhibited signs on his neck that were consistent with a thin rope-like object being wrapped around it.” The victim asserts that Knepp encircled his neck with a phone charging cable. Authorities allege in affidavits that the victim sustained red markings on his neck that mirrored an object the size of a phone charger.

Affidavits indicate that medical personnel present at the location suspected that the victim sustained a concussion as a result of his injuries. At the Scott County Jail, Allbee is detained on a $25,000 cash-only bond, while Knepp is detained on a $50,000 cash-only bond. On November 29, they are scheduled to appear in Scott County Court.
