North Carolina lawmaker sanctioned by Congressional commission for distributing anti-Biden newsletters

U.S. Rep. Chuck Edwards stated that his intention in coming to Washington was not to be agreeable with President Joe Biden. However, he acknowledged that he will make a more concerted effort to abide by the rules following his sanction for sending four email newsletters to constituents, wherein he criticized Biden and his son, Hunter.

On Wednesday, the House Communication Standards Commission took action by sending a letter to the Democratic official who filed the complaint. The commission unanimously concluded that there is substantial reason to believe that Edwards violated the rules regarding franked mail.

Franked mail, which has been in practice since 1775, is exclusively meant for conducting congressional business. It is strictly prohibited to utilize franked mail to target any political party affiliation or to malign members of Congress, individuals, or political parties.

Despite the decision by a bipartisan commission with a Republican chairman, Edwards, a determined Flat Rock Republican, remained defiant on Wednesday.

“The Democrats are clearly embarrassed by their president and his failing agenda, which is why they attempted to silence me, thinking that I would refrain from discussing Joe Biden’s disastrous policies,” Edwards stated in an email to McClatchy.

Franked mail was a system that permitted members of Congress to send mail without having to pay for postage, using their own signature instead. It was initially implemented to facilitate faster communication between lawmakers and their constituents. However, this privilege was frequently misused, leading to a temporary ban on franked mail. As a response, regulations were put in place to address the issue.

Disparaging remarks refer to personal insults, ad hominem attacks, or attacks on a person’s character. They also include speculating on a person’s motivations.

Leslie Carey, the chairwoman of the Henderson County Democratic Party, lodged a complaint in March. She accused Edwards of breaking franked mail regulations by sending out newsletters via email in May, June, July, and December 2023. These newsletters targeted the Bidens, criticizing their financial affairs and alleged connections with foreign adversaries.

Our committee, as well as the entire House, dedicated substantial efforts to scrutinizing President Biden’s and his family’s business involvements. It was a matter of utmost importance to me that my constituents were fully informed about the actions we were taking. Therefore, I felt compelled to share the intricate details with them.

What penalties will Edwards face?

The commission informed Carey that Edwards’ office will be penalized based on its findings. Although the letter did not provide specific details, the House’s Communications Standards Manual states that penalties may include a written warning, suspension of official mass communication privileges, mandatory briefings from the commission, and public disclosure of the violation.

According to Maria Kim, spokeswoman for Edwards, he will not incur any financial penalty as tax dollars were not utilized for the sending of the emails.

According to Edwards, he did not go to Washington with the intention of being friendly towards Joe Biden. Although he acknowledges the need to be more careful in his actions, he refuses to have his First Amendment rights taken away by this biased complaint. Furthermore, he remains determined to continue communicating with his constituents.

The Henderson County Democratic Party received the commission’s letter and promptly issued a news release, as reported by The Smoky Mountain News.

The Henderson County Democratic Party has filed a second complaint against Edwards. In addition to this, they have accused him of targeting certain Democratic city officials in Asheville. However, the commission dismissed this particular complaint.

Carey expressed their belief that the commission had dismissed their initial complaint in an inappropriate manner. However, they were pleased to see that their most recent complaint was acknowledged and that Chuck Edwards was sanctioned for his severe violations.

She emphasized that everyone is subject to the law.
