According to the MCPD, a suspect has been caught in connection with the shooting death of a man from Baltimore in a Silver Spring parking lot. Ramone Christopher Ramsay, who is 30 years old, is accused of shooting and killing Kymani Elijah Bailey early on July 8. During the investigation, Major Crimes and Homicide detectives from the Montgomery County Department of Police looked at security video from the Public Parking Garage 3 and were able to get pictures of Ramsay. Detectives also found out that Ramsay had been kicked out of a local nightclub shortly before the killing.
Ramsay is accused of shooting Bailey while he was walking with a group of individuals in the parking garage for reasons that are still being investigated. No one knows how the attacker and the victim could have known each other. On July 9, 2023, police got a warrant to arrest Ramsay on charges of first-degree murder and other crimes. Ramsay, who has no known home, was taken into custody without any trouble on July 12, 2023. He was taken to the Montgomery County Central Processing Unit, which is where the order was given to him. This is still being looked into.
